Dr.Carter is a third generation Washingtonian. whose family became activists as a result of policies of racial discrimination toward people of color during the post World War II years. Washington DC was a city of two extremes, one element had all of the privileges and likes afforded any American citizen and the other segment—people of color, were treated as second class citizens. Dr.Carter was always instilled that he and others in the community needed to address those inequities that were systematic in social, economic, and political institutions of the day.
Having matriculated to South Carolina State College in Orangeburg, South Carolina, Dr. Carter had the opportunity to participate in his first civil rights demonstration. This demonstration involved students from South Carolina State College who demonstrated against the unfair Jim Crow practices of the south. Demonstrators were arrested and jailed for a period of two weeks. The NAACP paid the fines for over 200 students which resulted in students being released from jail and allowed to return to the South Carolina State campus. This experience was extremely traumatizing and Dr.Carter decided to leave South Carolina State and complete his Bachelor’s degree at another historically black college.
After graduation from Federal City College, Dr. Carter worked as a director for several anti-poverty agencies that were located here in Washington DC. The mission of these agencies was to provide employment and training opportunities to community residents.
Dr. Carter obtained a Master’s Degree in counseling Psychology from Beacon College, a demonstrational project here in Washington DC during the early ‘70s.
